PHASE 2 — PROJECT DESIGN DETAILS

Design of Phase 2 of the Tangerine Corridor, from Dove Mountain Boulevard/Twin Peaks Road to Interstate 10 (I-10), was awarded to Psomas in early 2022. Project design began in March with right-of-way acquisition currently scheduled to begin in summer of 2022.

Phase 2A Construction Area

60-percent design plans will be submitted before the end of 2022. The Town of Marana also anticipates having the selected construction team under contract before the end of 2022. Construction activities are projected to begin in mid-2023. Two public open houses are planned — one during the design phase and one prior to major construction activities beginning. Public outreach will continue through the completion of construction with electronic notifications or one-on-one meetings when appropriate.

To address and accommodate planned development in the area, Phase 2 of the Tangerine Road Corridor improvements will be constructed in two-phases. The western two-and-a-half miles (Phase 2A), from I-10 through Tangerine Business Loop is slated to be constructed first, with a start date estimated for mid-2023. Design of Phase 2B, Dove Mountain Boulevard/Twin Peaks Road to Tangerine Business Loop, will continue during construction of Phase 2A.

Design elements for Phase 2A include:

  • Widening of Tangerine Road to a four-lane desert parkway with paved shoulders and a curbed median.
  • Improved drainage to convey 100-year storm events under the roadway through a combination of channels and culverts.
  • 12-foot-wide multi-use-path along the north side of the roadway.
  • Signalized intersection at Adonis Road with improved access to accommodate future development.
  • Frontage road along the south side of Tangerine Road providing access to Marana Tech Center current and future businesses.
  • Widening for capacity improvements and pedestrian/bicycle connectivity at the I-10 Tangerine Road Traffic Interchange (TI).

Project Approach

The project team has chosen to utilize the Construction Manager at Risk (CMAR) approach to construction, which combines the efforts of the design engineering team, the owner, and the contractor working together to complete the project improvements -with contractor input on constructability. This results in roadway construction occurring earlier in the process than the more traditional design-bid-build approach. The Town of Marana utilized the CMAR delivery method on Phase One of the Tangerine Road Corridor Project, which was exceptionally successful, finishing ahead of schedule and winning coveted industry awards at local, state, and national levels.

We plan to hold two public open houses (following COVID 19 guidelines). The first will be during design, the second will be prior to major construction beginning. Public open houses provide the Team the opportunity to present the public with more detailed project information and, most importantly — gives you, the public, the opportunity to ask questions and provide input and feedback as the project is developed.

This is a project of the Regional Transportation Authority (RTA). The voter-approved, $2.1 billion RTA plan will be implemented through Fiscal Year 2026. Details about the full plan are available at www.RTAmobility.com. The RTA has a nine-member board with representatives from local, state, and tribal governments. This project will be managed by the Town of Marana, Pima County, and the RTA.
